Not all crime happens by the patrons in the isle of the store.  Merchant owners have to guard themselves from both shoplifters and sadly enough, also have to protect themselves from employees as well.  Training issues of employees are one issue but merchants also must guard against those who have positioned themselves right at the point of opportunity, the cash drawer.  Short change scamming, sweet-hearting, no rings, short rings and substitute scanning are all opportunities of crime that happen daily in the world of retail.    

For the retailer there is also the issue of counterfeit currency as well.  Individuals that pass fake bills will pass up areas with cameras to try to pass the bill in areas with no surveillance.  When cameras exist, they provide proof of the event and are a witness to the crime that would not have evidence unless recorded by a camera.  It illimates the "they said we said" kind of argument and the proof is hard to dispute when the act is caught on camera video.

There is also the issue of PCI DSS Compliance standards that must be implemented.  Not only initially but on a continual basis.  Card skimming is often an issue both in retail as well as in every industry that receives and transmits credit card data.
